Ensuring Fairness and Transparency in Benton-Franklin Workforce Development Procurement

At Benton-Franklin Workforce Development Council, it is crucial to follow specific procurement guidelines to ensure equitable access to funding opportunities and the efficient allocation of resources for workforce development. Compliance with federal, state, and local policies supports transparency, fosters competition, and aligns with the strategic goals of our region’s workforce initiatives. Organizations engaging in Requests for Proposals (RFPs) and Requests for Information (RFIs) must adhere to these guidelines to meet regulatory requirements and optimize workforce services.

Additionally, the BFWDC Procurement and Selection of One-Stop Operators and Service Providers Policy (Policy No: 2015-34, Effective Date: 7/27/22) establishes clear requirements for competitive procurement. This policy ensures adherence to WIOA guidelines and OMB Uniform Guidance at 2 CFR 200.318-326, requiring a competitive process at least once every four years.

The allowable procurement methods include:

  • Sealed Bids

  • Competitive Proposals

  • Non-competitive (Sole Source) Procurement under specific conditions such as lack of competition, emergency situations, or unique service requirements.

Workforce Development and WIOA Regulations

Workforce Innovation and Opportunity Act (WIOA):

WIOA governs workforce development programs across the U.S., promoting job training, employment services, and economic development. RFPs related to workforce development must comply with WIOA guidelines to ensure alignment with state and federal priorities. (doleta.gov)

State Workforce Development Policies:

Washington State’s Workforce Training and Education Coordinating Board provides policy guidance to ensure workforce development RFPs meet federal and state goals. Agencies must align their proposals with Washington’s strategic workforce initiatives. (wtb.wa.gov)

Eligible Training Provider List (ETPL) Compliance:

Workforce-related RFPs must ensure that service providers comply with ETPL requirements, ensuring transparency and accountability in publicly funded training programs. (esd.wa.gov)

By adhering to these federal, state and local guidelines, Benton-Franklin Workforce Development Council can ensure that our Requests for Proposals (RFPs) and Requests for Information (RFIs) are compliant and transparent, thereby promoting a fair competitive environment.
